Each of the environmental studies is a separate project, not interrelated with the others, with its own independent utility that can be implemented independently of the others. Approving one project neither necessitates nor bars approval of another. Therefore, it is appropriate under California Environmental Quality Act (CEQA), that each project be analyzed separately.
